Cannot access Cepstral Tools on Vista Business machine

I am trying to access some trial voices that I have downloaded to a Windows Vista Business machine. The installation seemed to run ok, but when I try to slelect the voice, it tells me that the voice cannot be selected. I saw a post that said I had to run the tools as an admin, but that does not work. When I click the icon for Cepstral Tools (either with or without running it as an admin), it does nothing. The mouse cursor changes for a second, but no application or interface appears. How can I get the voice to work on this machine?

UP, still no luck on this, I can't get the tools working.
So far I've also tried to format my Windows XP computer and reinstall my Cepstral voices from scratch, it worked on the first time, but after a reboot I can't access the tools anymore and it says the voices aren't still registered (even though I did register them on the first, working, try).
I wont give up on this issue, I hope we can somehow fix it.

I still can't get the voices to work, not even in Windows 10 now.

Still can't get it to work on Windows 10, today I also tried to dual boot back into my old XP machine, but it still gives me that error on the Tools.

I recently tried on another scrap computer, I installed XP and tried the Cepstral tools over there, but I still got the same issue.
Any idea, guys ???
