Voices aren't working properly?

ArgumentException was unhandled

Getting an exception error, not a very descriptive one, help would be appreciated. Code working with MS standard SAPI5 voices.

SpeechLib.SpVoice voice = new SpeechLib.SpVoice();
voice.Speak("Test", SpeechLib.SpeechVoiceSpeakFlags.SVSFDefault);


ERROR:
System.ArgumentException was unhandled
Message="Value does not fall within the expected range."

at SpeechLib.SpVoiceClass.Speak(String Text, SpeechVoiceSpeakFlags Flags)

I have the same problem with Allison voice.

Im traying this code:

SpeechSynthesizer ss = new SpeechSynthesizer();
ICollection<InstalledVoice> voices = ss.GetInstalledVoices(new CultureInfo("en-US"));           
ss.Speak("On Tuesday fighting around the town of Khan Younis and the Kissufim border crossing left one Palestinian dead, medical sources said.");


It throw no exception, but text read not Allison, but Microsoft Sam voice. In ss.GetInstalledVoices(new CultureInfo("en-US")); list is Allison present, but her Enabled property is false.

Can somebody help us?
